I have a 1996 SeaDoo GSX that has an annoying problem that no one can
seem to fix. While running, the engine suddenly and without any warning
cuts off; pushing the start button does nothing, as the starter won't
engage or even attempt to engage. The only way to get it going is to
remove the vest lanyard plug and reseat it until the starter engages.
Re-encoding the plug by the dealer hasn't helped the problem. How do I
fix it?

You may have a bad lanyard, get a new oem one, lanyards wear out.

Make sure it's a oem sea doo lanyard, aftermarket lanyards are trash.
Put a zip tie around it to hold the post better, this should solve the
problem, if it doesn't you have electrical, electronic problems.

Now your in here complicating an easy fix for the guy, your an idiot, I
can't stress hard enough, YOUR AN IDIOT. Jim do this first before
spending any money, put a zip tie around your lanyard, make it tight
where it's hard to get on the post, if it fixies the problem, or
ruduces it, you'll know your lanyard is faulty, this dude giz a quack,
always causing trouble, if you stay in here long enough you'll see what
I mean.

This shows once again that Prichard doesn't know what he is talking about.
The DESS 1-wire chip (digitally encoded security chip) is only checked when
the lanyard is initially put on. It is not constantly checked while the
engine is running. The "dropout" safety feature of the post is a reed
switch that is activated by a magnet in the lanyard cap. The post magentic
switch can go bad, but it is pretty rare and easy to test/bypass.

I do not know of anyone that makes an aftermarket DESS lanyard.
