The ARA had comments on the draft - as is common with this sort of thing -
and I presume that RoSPA are revising.

nowadays be common, but it seems like inviting students to revise their
own exam results.
The purpose of an independent review is to subject a matter to
_independent_ scrutiny. It is of the essence that any uncomfortable or
unwelcome messages from the reviewers be delivered straight & not be
exposed to even the possibility of influence or dilution. That is
particularly necessary where the matter under review concerns the
management of human safety of children as well as adults.
So ready are those with faces to save to argue that black may, in the
right light, even be seen by the visually impaired as "nearly white", &
so sheep-like are onlookers with critical faculties dulled by years of
watching politicans at work, that unpalatable medecine must be taken
neat & unsweetened to have the necessary effect.
