You have a fine big cat river at your doorstep.
Place depends on your tackle, if you can reach water over 6 feet deep,
you're in business. At dusk, the cats will move up on the flats to feed.
Use live minnow (large), cut bait, chicken gizzards (tougher bait than
liver). My favorite spring flathead bait is 1/4 inch thick round slices of
all beef franks.

Use enough weight to hold bottom. Tie your rod down or keep it in hand
always. I keep a slightly slack line and watch the line under a
streetlight; the line will begin to straighten before the rod bends.
Feeding cats won't hang around to chew, they will pick up the bait on the
move. Don't forget to tie down your rod. (Don't say you were not warned.)
